Public Sector Undertakings in Kerala comprises of 72 Units which include 10 Chemical, 5 Electrical Equipment, 5 Ceramics & Refractories, 9 Engineering, 10 Textiles, 10 Electronics, 5 Agro & Wood Based, 5 Development & Infrastructure and 13 Traditional & Welfare Industries under the administrative control of Industries Department. Government of Kerala pioneered state level Public Enterprise (SLPE) restructuring in India. The Public Sector Units under the Department of Industries in Kerala made an amazing turnaround during the year 2006-07. The Half Yearly Results for this financial year show that the Public Sector Units have continued to register growth. Most of the State Level Pubic Sector Enterprises have maintained the same momentum this year too. The number of Profit making Units has gone up to 15 during the period April 2007 to September 2007 as against 13 during the same period last year. Notably the numbers of Loss making Units have come down to 24 from 27 during the corresponding period last year. The profit making Public Sector Units in the state are Malabar Cements Ltd., Transformers and Electricals Kerala Ltd., Kerala Electrical & Allied Engineering Company Ltd., Steel and Industrial Forgings, United Electrical Industries Ltd., Steel Complex Ltd., Kerala Clays & Ceramic Products Ltd., The Kerala Ceramics Ltd., Keltron Magnetics Ltd., Forest Industries (Travancore) Ltd., Kerala Hitech Industries Ltd., Kerala State Bamboo Corporation Ltd., Travancore Sugars & Chemicals Ltd., Kerala State Electronic Development Corporation and Handicrafts Development Corporation (Kerala) Ltd. When the Left Democratic Front (LDF) Government assumed office in May 2006, Public sector industries were struggling hard for their sustenance and survival. Hardly 12 companies were functioning profitably by the close of fiscal 2005-06. The transition from loss to profit was dramatic. The state level public sector industries registered an unprecedented growth within a short span of time. It is unparalleled in the history of Kerala and became a true model even for the other States of India to emulate. The argument that PSUs would be a burden to the State and cannot be run in an efficient manner has been totally disproved. The historic achievements made by the United Electrical Industries, a state-owned enterprise based at Kollam, is a classic example of the new work culture. The UEI increased its production by eight fold within a short span of time. The UEI, which has been supplying energy meters to the Kerala State Electricity Board, is now exploring new avenues to market their products and services. What is astonishing is the fact that the UEI attained the record production without any significant changes in the inputs such as labour, fresh capital and equipment. The company, which employs around 225 persons, had been in deep red, unable to meet even the salary bills. On the other hand the KSEB, which requires one-lakh meters a month, was sourcing meters from private players to meet its demand because UEI was unable to cater to KSEB’s needs during the yesteryears.
